FULL PERFORMANCE LEVEL:  YB-0203-02  

SALARY RANGE:  YB-0203-01/02 $17,174 - $44,016 per annum
                                                  
Recruitment is for the YB-01 target YB-02 or at the YB-02 level.  If selection occurs at the YB-01 level, the employee is eligible for noncompetitive promotion to the target band upon meeting all regulatory requirements and with supervisory recommendation.

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

WHO MAY APPLY:  Applications will be accepted from applicants within the commuting area.  The commuting area is defined as Okinawa, Japan.

  • U.S. and non-U.S. citizen* family member employment eligible;
  • Current Department of Defense Career/Career-Conditional employee; eligible for promotion, reassignment or transfer;
  • Reinstatement eligible;
  • Eligible Non-appropriated Fund (NAFI Agreement) employee; 
  • Veteran who has been separated from the Armed Forces under honorable conditions after three years or more of continuous active service (VEOA eligible); and
  • 30% Disabled Veteran, applicant appointable on the basis of a physical or mental disability

*Non-U.S. citizen family members must have an individual taxpayer identification number (ITIN).  The ITIN can be obtained from the Internal Revenue Service (IRS) office.  Non-U.S. citizen family members will not be employed in sensitive positions or those positions subject to security clearance requirements that could not be met by non-U.S. citizens.

NOTE:  Status applicants, who are not dependents of active duty military members or DoD civilians, who are completing their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.

Payment of travel and transportation expenses is not authorized.

Payment of Living Quarters Allowance (LQA) is not payable unless you are a current DoDEA employee receiving LQA.

DUTIES AND RESPONSIBILITIES:
Performs a variety of personnel functions to include the following: provides management advisory services to supervisors and managers in the District and its schools; processes local applications for YB-02 and below or substitute positions; advises employees on pay, allowances, travel, and entitlements; provides procedural assistance on benefits, awards, entitlements, and pay administration; and processes emergency entitlements as necessary.  Provides technical support in all phases of personnel administration including, but not limited to, the following:  Explains processes and procedures to be followed in proposing and submitting a wide variety of personnel action requests and other requests for service by the Personnel Center. Performs a wide variety of miscellaneous office support functions related to Human Resources. Responds to inquiries from serviced managers, supervisors, and employees, to include providing substantive information about the personnel-related actions under consideration.  Assists in processing such actions as Temporary Quarters Subsistence Allowance (TQSA), Living Quarters Allowance (LQA), and advance pay requests, and forwards to payroll, the Personnel Center, or both as appropriate. Processes identification card and passport requests. Manages and employs common office automation systems, such as email, electronic bulletin boards, and personnel network. Manages office communications and conducts research for individual or recurring projects independently or as directed by the specialist.

QUALIFICATION REQUIREMENTS:
Applicants must have one year of specialized experience equivalent to next lower grade level or pay band in the Federal Service. Specialized experience should include duties such as advise, administer, or perform work involved in the various phases of human resources management.  To be creditable, specialized experience must have been equivalent to at least the next lower grade (GS-6) for consideration at the
YB-02.

RANKING FACTORS:
Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.

  A separate narrative statement addressing the KSAs is required as an attachment to your application.
Include in the write-ups such things as experience in and out of Federal service that gave you the specific   knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below.
1. Knowledge of legal and regulatory requirements related to all aspects of human resources administration.

2.  Ability to counsel employees on benefits and entitlements, to include pay, allowances, and travel.

3.  Skill in providing assistance, counseling, advice, and guidance on benefits, awards, appraisals, Federal life and health insurance, retirement, and other entitlements.

4.  Ability to communicate effectively orally and in writing.

PAY, BENEFITS AND WORK SCHEDULE:
Government/Military housing, Living Quarters Allowance is not authorized.  Post Allowance is authorized.  Local market supplement/locality pay does not apply in the overseas area and will not be used for pay setting when transferring to Okinawa, Japan

Medical Care: 
Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.  The availability and level of care at host nation medical facilities will vary by location.  For additional information, please contact the POC in this announcement. 

Special Education Services:
