SALARY RANGE:  $83,445.00 - $108,483.00

LOCATION:  DoDEA – Pacific, Guam District Superintendent’s Office, Agana Heights, Guam

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 15,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

Duties and Responsibilities: 
These positions are part of the instructional support staff in District Offices. Each incumbent will serve as the manager/supervisor of education operational services within the DoDEA Pacific District Offices.  Will be responsible for a wide range of school/district management functions to include school registration/tuition programs; student transportation services; safety/security; logistics programs (ISSA support and OUFs); property accountability; all facilities management, including MILCONS; and Executive Services. Plans and implements School Assistance Visits (SAV) Program. This includes training and inspection of the registration and tuition collection process, Government Purchase Card (GPC) records, Extra Duty Compensation (EDC) program; Student Activity Funds (SAF), property accountability; and required Safety & Security functions (including SIRS/AIRS and Crisis Management). Responsible for oversight of the District Student Transportation Program, including the planning and implementation of all transportation resources. Responsible for district public relations, to include receiving, researching, and responding to all complaints, Hot Line, and IG issues, and ICEs.  Is the first line supervisor for the Facility Manager; District Supply Officer/Inventory Manager; Transportation Supervisor, Safety and Security Officers; Executive Services personnel, including Administrative Assistants. Also, represents the Superintendent in areas of assigned responsibilities.

QUALIFICATION REQUIREMENTS:
Applicants must be DoDEA certified or possess a valid State License identifying qualifications for the school administrator or meet the specific education and experience requirements described below based on official transcripts:

EDUCATION REQUIREMENTS
A Master’s degree in educational administration or a Master’s degree inclusive of 45 semester hours of graduate credit with a minimum of  30 semester hours of graduate credit in school administration, curriculum development, and supervision of instruction (or similar supervision related coursework). 

GENERAL EXPERIENCE REQUIREMENTS
A minimum of three years of successful classroom teaching, specialist, or other professional educator experience at any level is required.

SPECIALIZED EXPERIENCE REQUIREMENTS
Appropriate experience (elementary through secondary) in a staff or supervisory position which clearly demonstrated the ability to administer school educational programs and to effectively supervise educators and support personnel.  No more than one year of experience in positions that did not involve actual school administration will be credited as specialized experience.

Applicants must meet minimum qualification standards for course work at the time the application is submitted. 

SPECIALIZED EXPERIENCE REQUIREMENTS:
Three years of experience in teaching, educational research, development of educational materials and aids, educational testing, guidance counseling, educational administration, or comparable activities, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in education and training

Professional Education Requirement

Knowledge, Skills, and Abilities (KSA):  
Candidates who meet minimum education and experience requirements will be further evaluated against established criteria that demonstrate how well they possess the specific knowledge, skills, and abilities (KSAs) determined necessary for successful job performance:

KSA #1:  Describe ability to apply analytical techniques and evaluative methods to issues or studies concerning all administrative and related management programs, i.e.; personnel management, budget, and manpower, to improve the efficiency and effectiveness of the operation of the district and schools.

KSA #2:  Identify your ability to gather information, identifying and analyzing issues; and developing recommendations related to a variety of management services, which are essential to the direction and efficient operation of the districts and schools. Include your experience with short and long range planning; personnel management; internal review and control; manpower utilization; budget; and improvement of operations.

KSA #3:  Describe your abilities to apply qualitative and quantitative analytical techniques that frequently require modification of existing methodology to fit a wide range of variances.
Include examples of difficulties you encountered in measuring effectiveness and productivity, due to variations in the nature of administrative processes studied.

KSA #4:  Describe ability to supervise, lead, and motivate staff members to excel in the work place as well as support Equal Employment Opportunity (EEO) and all human resources management policies.

PAY, BENEFITS AND WORK SCHEDULE:
Payment of travel and transportation expenses is authorized. 

Pay retention may be authorized if the employee encumbered a position that was abolished under the Director’s Reorganization.

Incumbent may be eligible for Government/Military housing at prescribed rental rates, depending on availability. Cost of Living Allowance, and other overseas benefits may be authorized.  Eligibility will be determined at time of position offer.  Applicants who are currently employed overseas and are not receiving allowances and benefits may not be eligible for such allowances.  Locality pay does not apply in the Guam area.  Locality rates of pay in CONUS will not be used for pay setting when transferring to this non-foreign overseas area. 

Medical Care
Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.  The availability and level of care at host nation medical facilities will vary by location.  For additional information, please contact the POC in this announcement.

CONDITIONS OF EMPLOYMENT:

Individuals hired from the Continental United States (CONUS) and their family members are required to obtain Official Passports prior to departure to the overseas area.

Pre-appointment overseas physical examination may be required for selected candidate.

Selectee must sign a mobility agreement.

Initial overseas tour of duty for Guam is 2 years
